Executive Summary

The Basilan Accelerated Development Strategy (BADS) is an open-ended Programmed, which aims to develop Basilan Province into an efficient and competitive economy, capable of providing for the socio-economic well being of the population within the context of sustainable agro-industrial development, people empowerment and sustained peace.

The Programmed has three major components: 1) Integrated Livelihood and Technology Assistance; 2) Social Services Development; and 3) Physical/Infrastructure Development. It enumerates the basic socio-economic concerns in the province, such as maintenance of stable peace and order conditions; people empowerment; poverty reduction and increased income; increased agricultural productivity and enhancement of agriculture-industry linkage; growth in trade and investment; accelerated provision of relief and emergency responses, basic services and employment opportunities; and improving access to physical and other community infrastructure facilities. These development objectives are anchored primarily on good governance, transparency, accountability and change in attitudes as the major facilitating factors that would significantly contribute to the improvement of the socio-economic condition of the province.

It includes various policies, programs and projects of the various concerned agencies of government to ensure realization of its development objectives, categorized into short, and medium-term periods. The short-term covers the period January 2002 - June 2002, the medium-term covers the period July 2002 - December 2004, while the long-term period covers the year 2005 and beyond.

In the implementation of the Programmed, the national government, through the Inter-Agency Committee for Relief, Rehabilitation and Development of Areas Affected by Armed Conflict in Mindanao (INTERACT-Mindanao), and the Cabinet Oversight Committee on Internal Security, created by Her Excellency Gloria Macapagal-Arroyo, shall be the major coordinating mechanisms for the execution of the Programmed. One of its functions is to ensure the provision of adequate funding support to key agencies of government and Local Government Units (LGU), particularly on major infrastructure projects. On the other hand, the LGU,s shall be engaged to take on proactive role in improving the quality of life of its constituents by ensuring active involvement and participation of all stakeholders in the province.

The Armed Forces of the Philippines (AFP) and Philippine National Police (PNP), together with the Civilian Armed Forces Geographical Units (CAFGU), are expected to institute security measures to all development workers and employees of government to ensure unhampered implementation of projects and activities. Major national line agencies of government, in partnership with the LGUs, will be key players in implementing the Programmed.

Delivery of basic services and project implementation will adopt the "convergence approach" through the COC-IS Sub National Committee. Concerned agencies of government, LGUs and Non-Government Organization (NGOs) will have to involve the Communities in the identification of target beneficiaries and/or areas to ensure acceptability, ownership, and appropriateness of projects and activities. The replication and adoption of the Peace and Development Community (PDC) that was pilot tested under the GOP/UN Multi-Donor Programmed Phase II, and the Comprehensive and Integrated Delivery of Social Services (CIDSS) of the DSWD, among others, could be an effective strategy for improved project implementation.

The National Economic and Development Authority (NEDA) ARRM will provide technical assistance in integrating and detailing the Programmed with national and regional programs and projects, in planning and programming, and in monitoring of programs and projects through the Regional Project Monitoring and Evaluation System (RPMES).

Partnership with civil society groups shall be fostered for social mobilization to generate community support. Other support agencies such as the Civil Service Commission (CSC) and the Commission on Audit (COA) shall each play important roles in ensuring efficient governance and institutionalizations of public accountability.

The aim of attaining rapid and sustained economic growth, peace and stability could be achieved if all concerned entities would work hand in hand to combat the foes of socio-economic development of the Province of Basilan.
