Health and Nutrition

 The existence of Local Health Board (LHB) in the Province of Basilan is in accordance with the Local Government Code of ARMM. The effectiveness of the Local Health Board has registered low performance in 2005 and remained constant in 2006, as shown in Table 6.0– Health and Nutrition State of Performance. Although inactive, the LHB had proposed to the Sangguniang Panlungsod their annual budget for operations and part for maintenance of health facilities and for the delivery of services.

Education

 The composition of the Provincial Local School Board (LSB) is in conformity of the Local Government Code of ARMM. Low performance on the effectiveness of the Local School Board has been recorded in 2005 and 2006. Although inactive, still the LSB has submitted project proposal/budget and extended assistance in accordance with the priority needs of the local schools.

Telecommunication/Cargo Delivery

The whole province is serviced by the Globe and Smart Telecommunication companies. Cellsites are established in the two Cities of Isabela and Lamitan, and the municipalities of Maluso, Sumisip, Tipo-Tipo, Lantawan and Tuburan. While the City of Isabela is also served by the state -owned Provincial Telephone System (PTS) inter-connected with PLDT which line enables one to make long distance and overseas calls. Lamitan City is also catered by PTS and PLDT wireless. Internet Café are available in the cities of Isabela and Lamitan while Maluso is being served by SMART Bro Internet, see Table 7.2.3-Telecommunications, by Classifications.

HOUSING

 Effectiveness of the Local Housing Task Force or Coordinator for Housing has registered a very low performance both in 2005 and 2006. Although there is a slight increase in performance, the Provincial LGU has conducted inventory and identified suitable sites for socialized housing and with concerned agencies. The Quality of Socialized Housing Program posted low performance.

However, in Lamitan City, there are one hundred (100) low cost houses constructed in Barangay Kulaybato and Bato intended for Badjaos who were displaced in Manila and brought back to the city.

Water Supply

 About half of the total households of the province have access to safe water, the other half are fetching from doubtful sources refer Table 6.3.2 – No. of Households with Access to Safe Water. Only the Cities of Isabela (Isabela Water District- ISAWAD), and Lamitan (Lamitan Water District-LAMWAD), and the municipality of Maluso (Maluso Water District-MALUWAD) are being served with level III water supply through their respective local water districts.

The province’s primary water sources are the Gubawan River Basin in Lamitan City and the Kumalarang River Basin in Isabela City. This can be partly attributed to the topographic location of the area, people settled at the highland and islets where water sources are scarce.
