Education

 The composition of the Provincial Local School Board (LSB) is in conformity of the Local Government Code of ARMM. Low performance on the effectiveness of the Local School Board has been recorded in 2005 and 2006. Although inactive, still the LSB has submitted project proposal/budget and extended assistance in accordance with the priority needs of the local schools.

 Currently, there are two hundred sixty five (265) Primary/Elementary schools, twenty one (21) Secondary composed of private/ public schools, and seven (7) Tertiary School/Colleges, shown in Table 6.2.1 – Existing Schools, by Level. The Basilan School Division has fifteen (15) districts and four (4) districts in Isabela City.

                Of the household population 10 years old and over, only 72.23% are literate. Literacy rate for males was 74.06% while females 70.42%.

Records from the DepEd-ARMM Basilan Division Office as shown in Table 6.2.2 – Education Information/Data, by Location, indicate that the Elementary Literacy Rate of the province is 72.30% while the Secondary Level is 79.81%. On the other hand, Elementary Cohort Survival Rate is pegged at 65.50% and Secondary Level registered at 81.62%.

Isabela City has the highest elementary participation rate of 98.60% followed by Maluso with 93.5%. But the cohort survival rate is very low for Maluso, only 54% while Isabela has 77%. In the secondary, Tipo-Tipo has the highest participation rate of 85%, followed by Maluso with 83%, the lowest is Isabela with only 70.84%. The highest in the secondary cohort survival rate is Tipo-Tipo with 87.1% and Maluso with 86%. Maluso has the highest drop-out rate of 7.15%, Lamitan Cit is second to the highest drop-out with 6.56%. 

Note that data indicators for the new municipalities of Akbar, Hj. Mohammad Ajul, Albarka and Ungkaya Pukan are still anchored in the mother municipalities of Tuburan and Tipo-Tipo.

The total Elementary Schools enrollment as of 2005-2006 reached 44,949 with only 373 classrooms in good condition. Based on the elementary standard of classroom against pupil ratio of 1:40, Basilan Schools Division need 1,372 classrooms to accommodate the gap. There are about 677 classrooms that need to be repaired and additional 322 new classrooms to be constructed.

Two (2) adult schools were established in Lamitan City, the only community in the province that offers a special class for matured and adult persons. On the other hand, the National Government instituted Madrasha to teach Muslim children Arabic and Islamic lessons. Islamic schools can be found in Isabela and Lamitan Cities and in some other municipalities.

The quality of alternative learning system is noticeable and acceptable. There were available resources and funds provided by the CSOs/NGOs, LGUs, Technical Education System and Development Authority (TESDA), and Department of Education (DepEd-ARMM) for functional literacy and skills training of out of school youth.
