The existence of Local Health Board (LHB) in the Province of Basilan is in accordance with the Local Government Code of ARMM. The effectiveness of the Local Health Board has registered low performance in 2005 and remained constant in 2006, as shown in Table 6.0– Health and Nutrition State of Performance. Although inactive, the LHB had proposed to the Sangguniang Panlungsod their annual budget for operations and part for maintenance of health facilities and for the delivery of services.

Facilities
Listed in Table 6.1.1 – Existing Health Facilities, by Location, are the functional and non-functional health facilities existing in Isabela City, Lamitan City, and Maluso Municipality. The operation and maintenance of the General Hospital is administered by the Department of Health (DoH). It has 25-bed capacity and attended by five (5) Physicians.
On the other side, the Provincial Government of Basilan has one (1) functional district hospital stationed in Lamitan City with 25-bed capacity and attended by two (2) Physicians and the other district hospital is in Sumisip and was abandoned due to non availability of funds. In same manner, financial assistance and maintenance from the Provincial Government is not sufficient to sustain the Lamitan District Hospital.
In support, there are four (4) private hospitals with a total bed capacity of 131 are located in the Cities of Isabela and Lamitan. Almost all of the municipalities avail their secondary health services in Isabela and Lamitan Cities and in Zamboanga City for tertiary health services.

On the other hand, Table 6.1.2– Existing Barangay Health Stations (BHS), by Location indicated that the province has twelve (12) Main Health Units manned by nurses and midwives. Around 81 barangays or 32% of 255 barangays have health stations (functional/non-functional) being managed and overseen by midwives, health volunteers and some with nurses. Some barangays without health stations are catchment areas.
The Main Health Center of Lamitan City was accredited under “DOH Sentrong Sigla” Phase I and some barangay residents had attended the Orientation and Business Operation on How to manage the Botika sa Barangay.
Based on National Statistics Office (NSO) survey, Basilan Province ranks 74 in all provinces in the country in the percentage of families with access to health services. Local Government Units must be aware that it is their responsibility to provide quality health services to their people.

Personnel
The municipal local government units have difficulties in hiring Medical Doctors because of financial capability and constraints. Further, Physicians prefer to work in the urban cities or private practice rather than to be hired in the municipalities.
All municipalities except Maluso have no Doctor considering that the standard ration is 1:20,000 for a doctor. Lamitan City needs to hire 2 additional doctors, Maluso needs 1 additional doctor and all the rest of LHUs must hire at least 2 doctors for each municipality refer Table 6.1.4– Inventory of Health Personnel, by location. In total, the province has a deficit of about 13 doctors. No deficit for nurses and midwives except for the municipality of Tipo-Tipo, which needs 2 nurses and 3 midwives.
The status of the District Hospital in Lamitan City will be recommended to the Provincial Local Health Board and the Provincial Committee on Health for possible roundtable discussion and consultations re: turn-over of administrative functions to Lamitan City Government.
On the other hand, there is a need to operationalize the abandoned hospital in Sumisip Municipality and to establish one district hospital in Maluso Municipality to serve the people in this western part of the province.
