Effectiveness of the Local Housing Task Force or Coordinator for Housing has registered a very low performance both in 2005 and 2006. Although there is a slight increase in performance, the Provincial LGU has conducted inventory and identified suitable sites for socialized housing and with concerned agencies. The Quality of Socialized Housing Program posted low performance.
However, in Lamitan City, there are one hundred (100) low cost houses constructed in Barangay Kulaybato and Bato intended for Badjaos who were displaced in Manila and brought back to the city.

Area of concern by the new administration is to fulfill the socialized housing program for indigents and displaced constituents. Housing plan will be prepared in coordination with Legislative Branch and housing authorities.
The percentage of households with sanitary toilets in the community registered at 34.72% or 21,339 households against the 61,465HHs. This low performance can be attributed to the lack and inefficient information and education campaigns by the LGUs health workers refer Table 6.3.1 – No. of Households with Sanitary Toilet. Most of the rural and coastal households are not practicing toilets.

National
The Provincial Circumferential Road (BCR) Network is the main access road to all the municipalities and cities in the province. The national road network has a total length of 156.735 kilometers, about 81.9886 km or 52.31% are paved and 74.7461 km. or 47.69% are still unpaved. About 135.285 kilometers or 87.05% of the Basilan National Road is the Basilan Circumferential Road which is subdivided into four (4) major sections namely:
The length of this road section is 29.65 km. about 52.6338 km. of 86.45% are already paved while 4.016 km or 13.55% remains unpaved.
This road section is 29.60 km in length, about 28.718 km. or 97.02% are paved and 0.882 km. or 2.98% still unpaved.
This road section has a total length of 39.285 km. with only 14.796 km or 37.66% are paved while 24.489 km. or 62.34% remains unpaved
This road has a total length of 36.75 km., only 8.3549 km. or 22.73% are paved and 28.3951 km. remains unpaved.
The deterioration of the southern portion of the circumferential road can be attributed to lack of funds because these sections were newly converted to National Roads thru Department Order No. 53 series of 1999. The Campo-Uno-Tuburan Road was converted to National Roads thru Department Order No. 160 Series of 2002.
Provincial
The roads under the Jurisdiction of the Provincial Government have a total length of 236.30 kilometers, about 4.01 km or 1.52% paved and 259.29 or 98.48% remains unpaved some sections are already dilapidated which are impassable during rainy days, refer Table 7.2.3– Provincial Roads, by Classifications
The Provincial Roads and Local Roads connect the barangays to the National Roads and the Provincial Circumferential Road.
To ensure faster delivery of basic services, and strengthen the linkages between the production centers and market outlets, the immediate concreting of 71.3501 km. national road and rehabilitation and upgrading of 259.29 km. local road may be given consideration between now and 2013.

PORTS
The province of Basilan has three (3) entry ports namely, Isabela City, Lamitan City and Maluso wharves. Isabela and Lamitan ports cater to passengers/cargo vessels and RoRo boats. In addition, agricultural products and other commodities are being shipped through these ports. Roughly estimated data shows that 60% of outbound and inbound goods routed thru Isabela City, while around 40% shared by Lamitan City port.
On the other hand, the Municipality of Maluso which is the capital of fishing industry in the province mainly benefited in terms of marine-products landing in volume and commodities from Sabah, Malaysia.
