Water Supply

 About half of the total households of the province have access to safe water, the other half are fetching from doubtful sources refer Table 6.3.2 – No. of Households with Access to Safe Water. Only the Cities of Isabela (Isabela Water District- ISAWAD), and Lamitan (Lamitan Water District-LAMWAD), and the municipality of Maluso (Maluso Water District-MALUWAD) are being served with level III water supply through their respective local water districts.

The province’s primary water sources are the Gubawan River Basin in Lamitan City and the Kumalarang River Basin in Isabela City. This can be partly attributed to the topographic location of the area, people settled at the highland and islets where water sources are scarce.

Power

The power is supplied by the National Power Corporation (NPC) and distributed by the Basilan Electric Cooperative (BASELCO). The sources of the power supplies are from barge and land based diesel plant with a dependable capacity of 5.95 megawatts, other sources are from the (2) mini-hydros with dependable power capacity of 0.86 megawatts. The total power being distributed to the whole province is only 6.81 megawatts refer Table 6.3.3 – Power Sources, by Capacity. Occasional black-outs and sectional brown-outs are still frequent.

Of the total 255 barangays, around 84% or 215 barangays are energized. About 39% or 24,098 households of the 61,456 HHs are energized refer Table 6.3.4 – Number of Barangays Energized, by Location. The Basilan Electric Cooperative (BASELCO) was rehabilitated for (6) months being supervised by a management team from Cebu that aimed to improve the services and minimize black-outs. By the year 2017, about 20 megawatts of dependable power capacity will be needed to cater the increasing population.
