The creation and effectiveness of the Local Disaster Coordinating Council is in conformity with the provisions of PD No.1566, series of 1978 and has recorded a very high performance both in 2005 and 2006. Indicators include the formulation of plan, recommend measures, organized and trained with Disaster Coordinating Council (DCC). However, for the past years, there has been no indication that the LGU has experienced catastrophe except for the manmade disasters.
While, the composition and effectiveness of Local Peace and Order Council (LPOC) is in accordance with the provisions of Executive Order No. 309, series of 1988 as amended. The outstanding performance is attributed to the formulation of plans, recommend measures to improve peace and order public safety, monitoring, attending emergency and functionality of the LPOC that meets every month or as often as the situation warrants.

The high performance on the effectiveness of Women's and Children's Protection Program is due to the presence of competent/trained staff and quick response team. In addition, information and education campaign on domestic violence and women's and children's protection program were also conducted.
Given the volatile peace situation in Basilan, the PLGU was able to formulate its Integrated Area/Community Public Safety Plan that accounted for its very high performance in 2005 and 2006. This is due to the participatory and involvement of concerned agencies, timely, responsive group and mobilization is being provided. These different committees and sub-committee that were previously set up to assist the LGU in the maintenance of peace for the internal defense of the community has been participated by concerned authorities and different private sectors.
Provincial PNP Command
The Philippine National Police (PNP) Provincial Command is based in Menzi, Isabela City that caters the whole province. Added to this, are the police stations in different cities and municipalities, and the PNP Mobile Forces.
Seven battalions of Armed Forces of Philippines (AFP) composed of Philippine Army, Engineering Brigade, Navy Seabees and Battalion Landing Team of Marine were assigned in the province for augmentation, plus CAFGU volunteer forces to protect the populace from insurgents and other threats from the hinterlands.
Fire Station
The Provincial Fire Station and Isabela Fire Station are housed in one building which is situated in Valderoza St, Isabela City. It has three (3) functional fire trucks supported by Lamitan City Fire Station and Maluso Fire Station.
Upgrading of fire stations will be recommended to comply with the city/town requirements.
Provincial Jail Station
The existing Provincial Jail Station is located in Sumagdang, Isabela City. This institution is being managed and administered by the Provincial Government. Maintenance and rehabilitation of the structure will be allocated.
Establishment of City/Municipal Jail Station is recommended to decongest the Provincial Jail Station.
